FMA Part 7A — Supply Management (VGPB)
Summary
Part 7A of the Financial Management Act 1994 establishes the Victorian Government Purchasing Board (VGPB) and its powers to issue supply policies that bind departments and specified entities.
This is the legislative foundation for all VGPB supply policies. It sits within the FMA itself but is a separate authority chain from the Standing Directions (which come from FMA s8). SD 4.2.1.2 is the bridge that connects the two chains by directing VGPB-covered entities to comply with supply policies.
