Partnerships Victoria Requirements 2016
Summary
The Partnerships Victoria Requirements (November 2016) is the core procurement policy document governing public-private partnership (PPP) projects in Victoria. It specifies mandatory requirements for departments and agencies using the Partnerships Victoria procurement model, including DTF gateway approvals, Treasurer approvals, and standard contract forms (Harmonised PPP Deeds).
The PV Requirements take precedence over the Ministerial Directions and Instructions for public construction procurement where there is any inconsistency. The document is expected to be replaced by the Whole of Life Procurement Requirements currently in development by DTF.

DTF Consultation Requirements

Harmonised PPP Deeds
The PV Requirements mandate use of the Harmonised PPP Project Deeds — standard-form contracts with agreed commercial positions. Two categories: - Social Infrastructure (hospitals, schools, justice facilities) — updated December 2025 - Linear Infrastructure (roads, rail, utilities) — updated December 2025
Each includes specialised schedules for: conditions precedent, change compensation, termination payments, insurance, augmentation processes.
Training Requirement
Contract directors and relevant team members must complete appropriate PV training within 12 months of appointment. DTF provides a formal training program. Succession planning is required for all key personnel.
Alignment with National Framework
