VGPB Policy 2: Complexity and Capability Assessment

Summary

Requires agencies to assess the complexity of each procurement and ensure they have the capability to manage it. This is the policy that determines "how hard is this procurement?" and "do we have the right people?"

This is a gate — the outcome of the complexity assessment drives decisions downstream (procurement method, evaluation approach, probity requirements, whether external advisors are needed).

2 Mandatory Requirements

MR 5 — Complexity Assessment (s1.1)

Before commencing procurement, the organisation must assess complexity. The assessment must: - Identify and measure internal and external factors - Set out characteristics of the good or service - Assess market capacity, capability and motivation to supply - Analyse value created and opportunities to improve VfM - Analyse potential for aggregating demand - Analyse potential to improve opportunities for ANZ SMEs - Investigate the most cost-effective market approach

CPO must be consulted for strategic or high-risk procurements.

Exception: Not required when using a sole supplier standing offer.

MR 6 — Capability Assessment (s2.1)

The Accountable Officer must ensure the organisation has appropriate procurement expertise, resources, systems and processes. The assessment must: - Be carried out by people with appropriate knowledge and expertise - Identify capabilities needed to carry out the procurement - Identify whether capabilities need to be developed or supplemented

Must not proceed with procurement where there is an insufficient level of capability.
